HEAT OIL IN LARGE SKILLET.ADD ONIONS AND GARLIC. COOK ABOUT 5 MINS. UNTIL TENDER. ADD CARROT AND CELERY COOKING ANOTHER FEW MINS. UNTIL SOFTENED.ADD GROUNED MEAT,BREAKING IT WITH WOODEN SPOON.COOK UNTIL ALL TRACES OF RARE HAVE DISAPPEARED. ADD STOCK,TOMATOES,WORCESTERSHIRE AND TABASCO SAUCE.COOK ABOUT 20MINS.UNTIL THICK.REMOVE FROM HEAT.ADD PEAS,CORN AND SALT TO TASTE. COOL. MENWHILE COOK POTATOES IN A POT OF WATER UNTIL THEY ARE TENDER.DRAIN WELL.MASH POTATOES WITH ORANGE JUICE,HONEY,AND BUTTER.SEASON WITH SALT. COOL. SPREAD MEAT MIXTURE IN THE BOTTOM OF A 9 BY 13 IN. SPREAD MASHED POTATOES ON TOP. DUST WITH PAPRIKA. PLACE PAN ON A LARGER BAKING PAN (TO CATCH ANY SPILLS). BAKE AT 350 DEGREES FOR 30 OR 40 MINS. OR UNTIL GOLDEN BROWNED AND BUBBLING.
